Stream job events

Server-sent events for one job: job.queued, job.running, job.stage (with done and total for the current stage, and notes such as waiting for capacity), then job.succeeded or job.failed. The stream ends with an event named job carrying the finished Job, result included (which collects and deletes it, like GET /jobs/{job_id}). Resume with the Last-Event-ID header; a comment ping is sent every 15 seconds.
